I've sent seed to the US before and one time I used one of those padded white envelopes. Because it was in one of those envelopes I had to fill out a declaration telling them what was in it and sign it.

The last time I did it I just used an ordinary envelope and wrapped the seeds in a bit of padding and I didn't have to stuff around with any declarations.
