Not sure what you are after, a plant id or info on growing. If you are buying maidenii, then that is what it should be.

Governments can make up any law they want. If there is a law saying you can't grow then you are not allowed to grow unless there is a law stating why you get an exemption.

Kinda looks like a mold. Can you look at spots under a magnifier? I know that they are young plants but have conditions changed in some way before you noticed a problem - e.g. everything was fine until it rained for 10 days, or sunny +40C days, etc Are there other plants (not khat) that exhibit any similar problems?

Lots of potential issues. Don't want to burst your bubble but selling of chems is a tough gig. I'm sure there is someone more knowledgeable on the subject than myself but there are quite a few substances that are scheduled due to being poisonous or precursor substance. This means expensive licenses and you drowning in paperwork. You also have to deal with other sellers and Chinese/ Indian importers. Anyways good luck to you.
