This would be a point for discussion IF there had not already been prosecutions and convictions for spore imports under quarantine and customs laws [separately]. But that kinda makes it a moot point unless you want to challenge the law. And customs regs don't have to state anything about seeds. 'Cannabis seeds' are not specifically listed even though 'Cannabis' is and there are hundreds [if not thousands] of convictions under that law. Also, the criminal code act (border controlled plants) does not mention any seeds, only the botanical name, yet customs prosecutes for all parts of the organism.
