Papaver somniferum legality

I just noticed the addition of opium poppies.

I was just wondering about the statement that it is illegal to import the seeds. At least one brand ("Hoyts") of culinary poppy seed is fertile. Therefore it can't be from the Tasmanian industry. I have been told it is not a good yielder, but nonethless, does anyone know what the story is? Is it P. somniferum and is it imported?

Just curious.

Bread seed poppy in Australia is usually Papaver rhoes. Mildly active, but not spectacular. Ethnic shops would probably be unaware of the legislation and many would have the real thing.
