M S Smith Posted August 4, 2000 Here's the cactus/succulent rule: All cacti are succulents, but not all succulents are cacti. The term succulent is used to represent a plant that stores water in its body, tubers (roots), or leaves. In the botany field there are still a lot of disputes about what plants fit the bill.
