Are they illegal in all states and are they illegal to export assuming no transaction took place?

Its legal pretty sure. there sold on the www. They have smoke shops here in oregon that sell equipment.

^ yeah but in Australia under section 33L of the Controlled Substances Act 1984 it is an offence for a person to:

have possession of any piece of equipment for use in connection with the smoking, consumption or administration of a controlled drug or prepare such a drug for smoking, consumption or administration.

Under the Controlled Substances Act 1984 [s33LA] it is an offence to:

• have possession of any prescribed equipment
  
• supply to another person any prescribed equipment
  
• have possession of any prescribed equipment intending to supply it to another person.
  

 

So to supply equipment seems to be illegal

Also on a side note the definition ov equipment also includes:

a document containing instructions for the manufacture of a controlled drug or the cultivation of a controlled plant

Maximum penalty: $500

So even having a pdf on your PC on "How to grow MJ", let alone a book, could give you a $500 even if nothing else at all was found.

I have no idea about the legality of exporting bongs, i suspected if its unused it would be fine. But comparison to Oregon isnt helpfull.

What i do know is that pretty much all of OF's seeds are illeagle imports into aus.
