Khat is not a prohibited live plant in TAS, but harvested or dried material falls under the definition of "substance" and hence you could be prosecuted for possession of controlled substance cathinone.

Sorry, ephedra spp. ARE listed under Schedule 4 of the SUSMP. Which would make possession of the live plant illegal in any jurisdiction that refers to the SUSMP, which WA does. It seems that many species of plant are listed in S4.

OK revised opinion: ephedra spp. are not under S4 in SUSMP for a start. Also, in Western Australia I believe the species (and hence seed) is a weed declared by WAQIS. Also, the live plant and dried plant & extracts are illegal under Poisons Act 1964 (WA) More than this, live or dried ephedra plants (but not seeds) are banned under national legislation. So if you're going to grow it, keep it quiet. Obviously there seems to be some exception for Chinese herbalists!

Don't listen to the letter. Go above their heads and speak to the supervisor in Canberra. They'll give you permission, but you MUST take the line that it is a herbal import intended for consumption, not that you're going to sow them. -

cinnamon could be irritating to the membranes. Can I ask: how do you finely power into snuff consistency? Do you use some sort of machine? I've never had any luck getting that fine with spice grinders... would love to try some snuff rustica when it's ready!

yeah I think "CNS stimulation" is a neuropsychological effect, not a "pharmacological/pharmacodynamic" effect. Of course, if no-dose is being sold as amphetamine, that's a whole different story! -

Hmm I don't think so. caffeine has a substantially different pharmacological effect to amphetamine, and is not intended to have a similar pharmacological effect to amphetamine. -

On the other hand, proof of intent (by who - consumer, manufacturer, seller) is so notoriously difficult to prove that I can't ever see this section being used or prohibiting anything that isn't already prohibited... -

Hi, has anyone smoked their own cured N rustica tobacco? I was just wondering exactly how harsh the smoke is, compared to say, something like WhiteOx. A lot of websites claim that rustica is never used 100% in commercial tobacco's, but I'm kinda interested in doing a batch of super-strong stuff. Hey, could set up a gourmet shop if you got the right permits!

Go on then, ring the headquarters of AQIS in Canberra. They can give you approval to have the seeds irradiated, even if not on the list. -

AFAIK, there have been only a few occasions where WAQIS have intervened through the postal system. Most of these interceptions are concerns about possibly contaminated soil or weed species being introduced into the state. I think Torsten might have a few stories to tell about relations with WA Quarantine. They seem to have a bit of a bee up their asses concerning live plants sent through mail. It is best in this case if all soil has been removed. -
I long for the days where hermits and trolls were part and parcel of society. There's still some of it going on in India. I could easily have gone that way myself..
