I don't really think they could do much, but wondering if there's some kind of international cooperation between customs for that. You can face severe penalties, big fines, even jail time, that is if they go to the trouble of correctly ID the seeds, but this does seem to be rare. Depends on what is the material ect., can get more than a love letter.
