Unsure how relevant this still is, but seeing as W.A. generally means wait awhile. I wouldn't be supprised if it is. Seems u can have over 500g of cannabis as long as it is pre-rolled into 400 cigarettes containing any amount of cannabis.

I think you missed this bit:

"Amounts of prohibited drugs determining court of trial"

The amounts listed are the cut off for the higher court. ie amounts below this get dealt with my the lower court system [no jury].
