Didn't read all the replies but the way I see it is that the time you are most vunerable is when you are doing something illegal. Be it speeding, shoplifting or buying drugs. Once the act is done and you get away then you are in the clear. So if you eliminate the times when you are doing something illegal then you can't get in trouble.
If you keep to your self and don't engage in illegal acts in public then you should have little to worry about.

In this case you may view yourself as the little fish but in the eyes of the law, you are the scum that is producing this scourge that is destroying our children...
i.e. You are the manufacturer, therefore you are the big fish in their eyes - regardless of quantity produced as you could always just ramp up production if you wanted, that is the premise of intent.
