Interstate Seed Import Fee's WA

The long and short of it is.

All interstate imports into WA will incur a minimum inspection fee of $56 per 15 minutes.

Thank you for your email regarding fees and charges for quarantine inspections.

WA has been able to remain free of many pests and diseases which are found in other parts of Australia and the world by implementing strong quarantine measures. To maintain this high status the new Biosecurity and Agriculture Management Act 2007 (BAM Act) and Biosecurity and Agriculture Management Regulations 2013 (BAM Regs) came into effect on 1 May 2013.

As part of this legislation the Director General can determine fees and charges under the Biosecurity and Agriculture Management Regulations 2013 regulation 125.

In regard to quarantine inspections, charges are applied for inspections, assessments, examinations, tests, analyses, treatments, searches, monitoring or control measures made, conducted or provided under or for the purposes of the Act. These charges apply to all inspections carried out on items imported for commercial purposes and items consigned privately for purposes other than commercial purposes. The fees and changes for inspections is set out in the Biosecurity and Agriculture Management (Fees and Charges) Determination 2013 which is published in the Western Australian Government Gazette (03 May 2013).

It has been recognised that this is likely to impact on private importers who have previously not been charged for quarantine inspections under previous legislation, however the new legislation does not differentiate or discriminate between risk creators (commercial or private importers).

In order to minimise the impact on private importers, Quarantine WA is able to make available to interstate exporters (suppliers) the option to enter into a special charging arrangement. This arrangement allows the supplier to accept inspection charges on behalf of private importers where individual consignments received at the same premises on the same days would be treated as one consignment and charges applied accordingly. The charging arrangement would eliminate individual charges to each importer at the rate of $56 per 15 minutes (minimum charge per consignment) and instead be charged and inspected as a total consignment at the same rate to the exporter. The interstate exporter may then include any inspection charge as part of the product price. Currently there are 89 interstate suppliers who are involved in special charging arrangements. As an alternative, individuals could contact any local WA seed suppliers to discuss opportunities for importing specific seeds.

Please note that the Department's quarantine services cover interstate quarantine only. Quarantine services targeting overseas biosecurity risks is overseen by the Federal Government.

Looks like ya fav seeds will cost a lot more now. Wats the bet the people involved already are people like Yates and fothergills etc

The kicker is that there is no such fee for overseas imports :scratchhead:

I would have thought that OS imports would be the real bio security issue.... :BANGHEAD2:

So what's the go with that? If I wanted to buy heirloom vege seeds from OS, they should be right to come through? Never done it before, always done it through diggers...

Just check the import list & requirements in ICON (the aqis import list) & order away, aqis should inspect them at the international mail center & if they meet the import conditions they will come straight to your door without an extra fee as long as no treatments are required.

Good news - an update to this, emailed diggers last night, they just responded to me saying there is no change to them, we can still get seeds from them and they'll incur the charge.

Likely that they already have a set up with quarantine as they're a known seed vendor, so when it comes through from them, they get straight thru?
