If that is as bad as it gets
Expand drainage channel to atleast a foot across half a foot deep I believe it's deep enough jut needs to be twice as wide , create dry creek bed leading to self sufficient pond with an overflow direct to main drain or atleast off property , or even if the channel is enough go with that but I like fish , little bit of landscaping effort (read a lot of hard digging) for an effective yard feature while providing rather effective drainage
the stones will prevent washing out of the dirt channel , if you need access to the main drain just lift it out and put in a grate or get a steel hole saw go straight through the plate attach piping connection baseplate Via any number of waterproof multipurpose silicones / epoxies etc if attached to an overflow pipe on pond it is rather self sufficient drainage .
even Just like you and zedo say create drainage by chipping away under one side of the plate with a hammer drill or sufficient tool for removing concrete and thus not damaging the plate , or just call the council or equivalent and give them the standoff situation eg : I'm gunna kill this drainage plate if my demands arnt met , now I want you to remove this drainage plate and install a grate , 10 million dollars and a helicopter on the roof to escape
